Mike explained the disruptiveness of WHE correctly. There is a more detailed explanation comparing WHE to Caravan [here]. Basically, the WHE can attack another player harshly (which goes against the spirit of Agricola) but it doesn't give the owner an unfair advantage of winning.

The WHE was banned in 4-ER games starting on Sept 17, 2010. Before that, we have game data on the WHE. According to our game data, WHE has a PWR of 4.5 in 4-ERs (Basically, PWR means it shows up in 4.5% of all winners' played cards). There are 12 EGIKWm Minors with a PWR greater than 4.5. Therefore based on PWR, WHE is not busted (but it is very strong). (Our criteria for busted-ness has been PWR greater than 6.0)


This is quite interesting. I haven't followed the discussion about this subject, so may I ask if there are cards in the basic set that have a PWR greater than 6.0 and are considered overpowered?
