Sorry, my meaning was unclear; we actually agree. I was addressing my unspoken question of how to interpret the rules, not the OP's question.

What I meant is:
"The important point seems to be that normally, without the Early Riser occupation, while you won't receive a baby animal if it can't be accomodated, it is generated--it just runs away immediately."
