You really should leave all 5 special events in there since there are ways to alter the difficulty according to the rules.

The difficulty also really depends on the roles you draw. Some combinations work well in a two player game, and others are much more difficult to utilize. The balance between 2-3-4 players is definitely off with the base game. 2p is the easiest, which is why the 2 Special Events per player rule was added with On the Brink.
