Alright let me try this a different way. You seem to imply that there is 2 different ways to interpret something (I'm still not entirely sure what and I'm pretty sure I'm not the only one).List the two different interpretations with the differences clearly highlighted in addition to how it would have any affect on the game (either related to this occupation or not) because so far you have not made it clear what rule is in question and why it needs clarification.
