I can't say for sure, but I think they are permanent additions, not just one-time only (unless specifically said so).
4. When resolving hunting action the rulebook says under point 2 on page 10 to decrease weapon level. Does that refer to point 1 so that you just use this decrease as a modifier for the check if you loose health or is it a permanent decrease after every hunting action (e.g. the weapon 'breaks' during hunting)?
As I understand it, you decrease your weapon level permanently (i.e. weapons break or are in need for repair), after checking for wounds (i.e. the higher level is compared to the Beast's strength, and then decreased).
