I have done both, and it takes about 10 or so minutes to explain Pandemic fully. I took me about 30 minutes to explain Vinhos in full.
Those are my experiences, and I would expect the experiences of most others. If you know how to each Vinhos in less time than Pandemic, please record a video of you doing so, so I can use it when I teach it to others.
I was just at a convention and taught Vinhos. I had the game setup and taught in 15 minutes. Played a 4 player game and it took roughly 2 hours and 30 minutes with rules explanation.
One thing I do when teaching is IGNORE the fair track and wait until year 3 to explain how it works. Just explain each box from top left to bottom right ignoring the fair track and it shouldn't take more than 10 minutes. I've taught the game 3-4 times now with this method and it works great!
I will keep this in mind, I want to introduce this to the wife. I also printed out the file for how to teach the game in 20 minutes
