This also makes sense.
At the beginning of the game, you have only "Inventions", i.e. the knowledge to build certain things (but you still need the material to do so, hence you need access to certain tools and terrain/material).
The character-specific items can only be built by the specific character. The general items can be built by anyone.
But once an item is built, it can be used by anyone in the camp. :)
