Agreed. My first thought though was if I were to do that I would use fewer meeples and then it would become more strategic: that meeple isn't earning, shall I leave him there and hope it will come home, or shall I take a valuable turn (you could make it the whole turn, i.e. replace the tile draw too) and recover him to work more profitably?

I didn't like Carcassonne: The Discovery because the scoring was messy, but this would be a nice half-way house perhaps.
