If you start in the same sea-zone as a hostile NPC, they always scout for you. They other way is if you move into a sea-zone with a hostile NPC (and then if they don't find you and you stay there, they will scout for you again, when you start your next turn).

Also for new NPC's. Did you notice that they first enter the board at the end of the round? That way you can plan for where they are going to come and if that NPC was already on the board they stay where they are until the end of the round (and will scout for any players as explained above). Edit: Ahh, you did see that :)
