A QIC doesn't "upgrade" range, it gives a one time use boost of +2 to range. You can spend 1 QIC to boost range and start a Gaia Project on a transdim planet. However, you may not use the Gaiaformer as a starting point for any further navigation until you build a mine on that planet.
