Actually, what you mention may be too powerful BUT, I love the idea behind it. It would cause the other player to rethink where they upgrade their buildings. Perhaps it would only apply if the other player upgrades their building after the Lantids have already put their mine down. That would be more reasonable, add more choice, and wouldn't simply allow a last round shenanigans.
