Planetary Institute: During the Gaia phase, you can discard
4 power tokens from your Gaia area to immediately gain a tech
tile (standard or advanced). The rules for Gaining a Tech Tile are
explained on page 13. You may do this as many times as you can
afford to.




I'd wait and see what some of the experts say; but I really think the answer is "no". To start a Gaia project includes moving a certain number of tokens into the Gaia area right then. Imagine, for example, that you had already moved 6 tokens in for a Gaia project, but then moved up the Gaia track and got your second Gaiaformer and the discounted rate. That doesn't mean that you now have 2 already there, and only need to move 2 more (for a total of 8) when you place your second Gaiaformer. Make sense? You still have to always move over whatever your current amount is on the track as you do the "Start a Gaia Project" action.

That's my two cents, anyway.
