Itars (like all other factions) can only move power tokens into the Gaia bowl during the Action Phase. Power tokens are either moved to the Gaia bowl by the special Itar ability or to to start a Gaia Project - no dual use! :pNote that the PI ability only comes into effect in the Gaia Phase, and thus is unrelated to how the power tokens got into the Gaia bowl. So if last round you e.g. moved two power tokens into the Gaia bowl via Itar special ability, and six more to start a Gaia Project, then in the Gaia Phase of this round you can use the PI ability twice - the power tokens do not remember how they got there. :)
