Whoever in your group thought of that one has my deep admiration. Kudos.
It's clearly legal according to the wording of the card; I seriously doubt that it was intended. Not least, it makes for some seriously weird possibilities as the game progresses.
But then again, I don't see how it would actually "break" the game. And it's a really neat idea, if it's considered legal. Plus it also strikes me as the sort of thing that a designer might well choose to leave in a Legacy game, as a gift to anyone sharp enough to spot it.
I know that it would be a VERY useful tactic to have in my own group's game right now, if it were to present itself (ignoring the fact that our funding is currently zero anyway...)!
