Obviously nobody was happy about the Alchemists, so it'd be hard to claim with any confidence that it worked. (It's possible to make an argument for why the Alchemists might not turn out as badly as feared, but it's not the strongest argument).
But people are so hostile to these changes that it might take a very long time to get the data that proves it didn't work. It's probably hard to justify another attempt if it's possible that the first one actually is fine.
There were dozens if not hundreds of proposed fixes that had been widely discussed in the forums, but then they decided to go ahead and try to address the imbalance in a way that no one had suggested, using a mechanism that just happened to be about the least elegant way imaginable. It was a total blunder.
