The ones illustrated by dice, giving specific outcomes for a given value are possibly the exceptions. eg Resource generator: 1 gold is generated by a die valued of 1-5, 3 for a 6, but the action happens only once. The activate 1 or 2 blue cities is also a unitary action, whatever the die value.

Then again the rule might simply be a slightly sloppy way of saying that the action is also limited by availability of whatever it is you are using to get the effect and your own intentions, not simply the die value.
