Hello!
I also find it hard to play against Mephisto because, meanwhile you're trying to destroy it's modules, it's going to be attacking your HQ or, if it's a more experienced player, he's going to be protecting it's crucial modules, making it's HQ stronger while acummulating modules after each battle. In fact I think it's one of the strongest armies. It's like an upgraded version of Neojungle because it has more good modules and it doesn't require to have it's modules to be connected to the HQ.

Strenghts:
- High mobility: it has 8 tiles for that, and the mobile modules can be activated several times in a game, so that makes them better than a single use move instant action tile.
- Toughness: it can have modules with +1 toughness thanks to the 2 tougheners that it has. Also 6 of it modules already have +1 toughness
- Better modules: Most of them work whenever you place them, making them very easy to use and more versatile.
- Strong against nets: nets pointing to it's HQ just reduces it's initiative but doesn't prevent it from attacking, so they are more useful against modules. The best use of nets have been always against HQs.
- It has some of the most versatile modules: these are Probe, Incubator and Drill (for me the best mobility tile in the game). Whenever Mephisto draws any of these tiles you need to focus on destroying it.

Weakness:
- Without modules it's HQ is useless.

I've tried to play against it with some armies and I'm not 100% sure but I'm thinking the best armies against it are those that can destroy several enemy tiles in a single battle. Here is a list of those armies in order from best to worst:

1. Dancer: it can easily clean the board on a single battle, destroying several Mephisto's modules at once. Also it's a very mobile army, being able to escape from the Mephisto's HQ at the same time that you get closer to it's modules to destroy them.
2. Doomsday Machine: it's the best army to clean the board. With 1 Omega Shooter and 1 Tripler you can shoot to most of the spaces on the board
3. Moloch: all it's units attack in multiple direction, and with the +1 range attack from the HQ you can destroy the modules even if they have +1 toughness. Also it has 2 air strikes

If I play by choosing any army that I want my first choice is Doomsday Machine and then Mephisto because I think Mephisto has good chances against most of the other armies. I think the worst armies to play against Mephisto are:

- Vegas: It need to control enemy units to do damage because it's units are weak. Against Mephisto you can only control modules and Mephisto's modules are for melee attack. Vegas only has 2 melee warriors.
- Death Breath: This army is about destroying enemy units to become stronger. Usually when you play as Mephisto you place your modules away from the enemy HQ. If you're Death Breath and you try to destroy those modules you're going to end reviving your zombies in those places away from Mephisto, making those revived zombies useless to do damage to Mephisto's HQ.
- MAYBE Iron Gang: I feel the Iron Gang's chain ability isn't very worth it if it is used just to destroy modules.

NOTE: All this is based on my first impresions after playing some games with Mephisto. I can't try it very often because I mostly play on the app and this army isn't implemented on it. Maybe after I play more I realize I made some mistakes on what I wrote.
