A final scoring tile is the "Most Structures" (not the federation one).

So to me that seems like something you'd just tally at the end of the game. However, the norm seems to be when you build a structure, you move up the satellite tracking marker...
Use of satellites on the scoring board to track the progress of whatever final scorings is optional. In my games, it's usually only used late in the game when players want to know whether colonizing another sector/forming a long-distance federation/... would change their position, and then decide on their best actions.

Yep. Also, at any point during the game, if players want to know how they are doing, they can quickly verify the two scoring categories and update the markers if necessary.

There are a few tech tiles that give bonuses based upon number of planet types colonized, number of sector tiles occupied, and so on. If those are also one of the end-game scoring categories, it helps to keep the scoring track up to date. Then you can quickly see how much bonus you would receive for the corresponding tech tile.
