Some cards (keys from base game, other from expansions) can give you information what cards are on top or at the bottom of the deck, so ignoring the reshuffling when you have that information helps you and it is aginst the rules.

No. You must first fill you hand COMPLETELY until you have 5 cards and only THEN you reshuffle the limbo.
