[o]we did the same (Admin/Runner intending to be the carrier with the aim of just skipping a whole bunch of the travel entirely) and it turned out to be an excellent choice - the Runner aspect let them get there in turn two and open up Baikal, which meant we could get started straight out on the objective, and the Admin ability allowed them to spend their spare actions (It was guaranteed to take at least three of their turns to win, but only 9 moves, so they had a few) to allow people to trade and transmit cards to them, so it turned out be the best choice we could have made at that point.
They obviously only used Runner once, but it still saved at least a turn as our board was HORRIBLY set up for getting to Baikal - Jakarta was our only permanent Supply Centre in red, and was 4 moves from the destination, so 5 moves from the start position of any character, and 6 moves from the Immunologist or VCS.[/o]
