It's -4 (or -20%) regardless of where the player ends up.

I will also need to add a new rule - if you drop from your first game, you don't get added to the bottom of the ladder at all.

As for persistent, unexplained dropping - we'll have to cross that bridge when we come to it (it doesn't apply to Solaris who has apologised above) but at a minimum I'd need to remove them from the "current players" list until they get in touch to request re-addition.
