A small impact can be decisive in winning or losing, so I would call that can be the very definition of game-changing. :)
If a player gets the "?" bonus, for instance, it can be very important to know whether you have, say, a 6 that can make the difference between whether or not you'll get shut out of Favor of the Khan. Lots of little choices, from whether or not you'll need the five coins or need to take three camels.
