Not only do they work like satellites regarding forming the federation (for Der Schwarm, "there can only be one" federation :)), they even count as a building worth one power towards the federation. So their PI gives them 6 power towards their growing federation over the course of the six rounds via the six space stations, and saves them six satellites. Which is good, as real satellites are REALLY expensive (1 QIC per satellite) for Der Schwarm.

Like Sascha wrote above, they don't need to be connected to a planet when being built and thus can be used to e.g. leap-frog to a planet four hexes away even though you only have range 2. In the long run though, Der Schwarm want to have everything connected, either by filling the gaps with more space stations later, or by sacrificing QICs to the god of satellites.
