You don't have full control, but you can stack the deck.
I used the term in another thread, but - once Shelters came out, we fairly quickly established a couple of "Honey Pots" to attract them. Basically, those were cities with Shelters, Supply Centers and high Infection card counts (so ones from the starting board). We deliberately chose not to inoculate them; other locations we inoculated at every opportunity. The result was a bias in the Infection deck towards those cities, where Hollow men couldn't do any damage. We never quite got it as fully biased as I would have liked - we could have done with a pile more cards in box 6 - but it still worked quite well.
