The average starting VP is 23 on that map for some reason, so a bit above average but not quite the best seems pretty close to me.
That makes more sense then, I had just glanced at it. It would be absurd if they were considered weaker on F&I 1 than original. They can do absurdly well on F&I 1 especially with edge scoring.
