The mechanism of the threats makes it clear that Bruges was designed as a 3- or 4-player game. With 4 players at the table, the dice are rolled 3 times before your next turn comes around. If you are unlucky, a 5 or 6 is rolled three times for the same color. Dangerous.
In a 2-player game, you can react every other turn, which makes the threats less scary. That is why we play as follows:

Only 3 cards per round. No workers at the start of the game.
Shuffle the deck and count out 72 cards for the game.
Equals approx. 12 rounds. Because you only have 3 cards per round, your options to react to threats are reduced.
Incidentally, we play it so that you have to discard half of your people when the Plague hits, not just one. It's the plague, after all ...

Because we have 2 copies of Bruges in our circle of gamers, we have also removed all cards that let you draw extra cards. This ensures that 72 cards last for 12 rounds. In exchange, we have added in all Underworld cards from the second copy. More interaction (after all, who doesn't like scoring a good hit against the opponent ... ).
