I have done similar things in a face to face game. Like, "I know that you want to build on this space eventually, don't sandstorm this hex and i'll leave yours alone." I would only do it where it wouldn't directly affect another player. Since no other player cared about the two spots in question, it was fine.If someone was trying to upstage me on a cult track by bargaining with another player, then I got beef.
