I've always heard that term specifically used to refer to an onlooker offering advice on a game they werne't playing. I do agree that's a line that shouldn't be crossed, particularly in any formal setting.
I'm much less certain players should be prohibited from discussing moves at the table. How dreadful must it be for everyone to essentially not speak about what is going on at the table...again for a game like Terra Mystica it makes a bit more sense but I feel it's a pretty horrible general principle for all of board gaming.
