If I was to replay the campaign, I'd give serious thought to that being my very first upgrade (either that or Architect anyway). So many of the searches were so beneficial that the ability to perform that search in the same game that you connected the city (without having to wait for blind luck to play out) was huge.
Lookout was obviously even better.....but if I remember rightly that didn't appear until later in the game.....
Lookout was indeed very useful (we played the same characters almost all the way through, and that was one that my own character had). I can't remember why we actually didn't manage it in the game we connected it up; I'm pretty sure that it must have been because we didn't have either of those upgrades in play at the time, because we never lost focus on getting the lab back on line. Either way, hindsight is a wonderful thing, as they say. Bottom line is, we didn't, and it took a long time for us to get the chance again.
