Clive Jones basically has it there. It's not a traditional puzzle, more a strategic one as you try to handle the pieces that luck throws at you each session.
I think the original edition had you hiding your hands, judging from discussions about "purists" who keep hidden information vs. those who prefer open information. I'm pretty sure the second edition recommends open information. I know that Pandemic: Reign of Cthulhu recommends sharing information instead, and Pandemic Legacy specifically tells you to play with player hands on the table. The option for hidden information just isn't there.
