[o]In the final month, I interpreted the order of the rules such that we adjust the population (including one or more cities becoming forsaken) after finishing the game and before calculating the final score, but without spending any upgrade points (for example, to restore any forsaken cities).
This is correct, right? The first thing do do after a month is to adjust population, so that would happen before reading the legacy deck for the game end resolution, but that game end resolution would happen before spending any upgrade points, thus, no opportunity exists to spend any upgrade points.
