The beginning of September gives you the objective to do so, but I think it's possible to recon before starting September if you are quick in the previous game.[/o]
I am curious why you think the game is unwinnable. Are you not able to accomplish 3 objectives? I know that the game designers have said if you have searched everything and placed every city on the grid that you have access to, then you just play as if you had met those objectives at the start of the game and count towards the total.
Note that I have not continued my game yet, so if there are any future changes to objectives in September that I don't know about, I won't be able to answer your question.
