The objective in September is the culmination of a series of tasks that were optional up to this point, but for September you need to reach the end of the sequence. If you have completely ignored optional objectives up to this point, that will be difficult to do in one game, though it's theoretically possible.You should have encountered the start of the main thread...

More details on the sequence:
[o]At the start of July, you receive the objective Triangulate Signals (07-03), to have satellite towers in blue, yellow, and black cities.
If you didn't already have the ability to construct satellite towers by this point, you should unlock it at the same time, when you scratch off legacy card 07-01.
When you complete the Triangulate Signals objective, you open door 35, which tells you
[o]The Hollow Men use frequencies 9.2, 9.31, and 11.88, and that you will be able to listen in to them some time around August.[/o]
Then, at the start of August,
[o]You receive a "Frequency Scanner" card (08-04) with several scratch-offs, and rules for the Monitor action (doors M and 25, opened from legacy card 08-03), which can be used to scratch them off.
If you scratch off frequency

Then
[o]You open door 52, which contains a sticker telling you that you can Recon from Kolkata using 5 unique black cards and a supply center in order to open Package 3[/o][/o][/o]
