1. Assuming no character has the Paramilitary Escort upgrade, any Military character (at all) is a candidate to be Sagittarius. Rob and I think it's more fun if you select a named character, but the rules do not indicate this.

Well, that sucks.
Luckily for us, we had the paramilitary escort upgrade, so the main event in the game actually happened.
