Yes. Once. On our first play. The teaching was terrible, and none of us could grasp the full scope of our actions. To be fair, the game had just debuted at Essen, and the first rulebook was pretty obscure.
Closest we have come since then is nine cities. Clearly dependent on the group mentality.
But I do appreciate the idea as an end-of-game condition. To me, it seems like every other strategy in this finely crafted game. Subtle, yet latently powerful.
say what you will, to me, HT remains a brilliant example of a deep strategic game mixed with powerful tactical elements.
