Well, the rule is that you can do conversions before and after your main action, not during it. Whether that is bad is another matter, but the implementation deviates from the rules.
To clarify, the question is not vp->c conversions, since you could do that before your action. It's 3pw->1w conversions that are the issue, since if you have the SH built, any dig will give you +2pw.
As an example, assume the player has the SH, advanced digging, only one worker, and 0/2/1 in the power bowls. It should not be possible to dig and build in a single action, but you can do this:
dig X. transform X to black. convert 3pw to 1w. build X
So why hasn't this been fixed on snellman ? It shouldn't be too hard to do so right ?
