Literally everything you say TM is equal to GP is through house ruling, meaning its not in the actual rules so how can that make them equal? That means GP improved those areas and TM had to have rules changed.
As I've clearly stated... but so what? The major house rules you need (reduced map size, dummy scores for network and cults) are all implemented easily (and I would argue that their inclusion in GP is a testament to how good they are) and don't actually change the experience in any unexpected way - on the contrary, they bring the 2p experience a little closer to the 3p+ games.
I'm looking at it from some someone new to the game. Lets play GP or lets play TM but we need to change the rules for xyz. Most would go with well lets just play the game that has the rule set made for it.
I'll freely admit I have only played TM twice so I don't have the best knowledge of it.I was so so on the game when I did play it but saw the potential for it and I totally believe that potential has been realized with GP. There was something about TM that bothered me and I'm not quite sure what it even was, Just little things here and there I think. I have played GP 25 times since January and have no intention of moving on at this point.
