As I've said elsewhere, we decided that was a mistake, perhaps even a trap.
Although both relate to Quarantine, there is no synergy whatever between that upgrade and the Quarantine Specialist's abilities. Being able to quarantine anywhere on the board isn't helped by being able to quarantine adjacent. Protecting the Quarantine token where the QS is doesn't help if the QS Quarantined an adjacent city.
If, on the other hand, you give that upgrade to a different character now you've got two people who can Quarantine, which is often helpful.
