The Carpenter (A New Idea) and the Explorer (Reconnaissance, Scouting) both have special actions which allow them to take tiles and then either place a tile on top of the deck or to simply choose one.

However, nowhere is it indicated what happens to the other tiles.

After playing it in different ways (choosing what happens to the other tiles as well, discarding the other tiles, etc.) I have decided that the best way to deal with this is to shuffle the other tiles back into the deck and then, if you chose one tile to place on top, place that on top.

Both the Island tiles and the Discovery tokens finish, and I don't think it's the idea that when the pile finishes that we shuffle the discard pile and start again. You could end up finding a "cure" for a second time! Yet just because you use this special action doesn't mean you should be losing out on tokens/tiles either. Therefore the shuffling rule.
