Threat action can only be chosen once per card but can be one or two pawns depending on card.
Building/gathering/exploring can be require more pawns depending on -1 pawn tokens, but also for gathering and exploring for tiles that are not adjacent but one step further.
Therefore for a safe exploration of a tile not adjacent to your camp (but still adjacent to an explored tile of course), with a -1 pawn token you might need 4 pawns to safely explore.
Arrange camp / rest - 1 pawn but can be chosen multiple times.
Weather doesn't affect you if you are outside of the camp.
