It's a bit confusing.

You are reading the rules right - it costs 6.

If you use 3 dice for an action, it costs 6 for each die that you buy.

You're not really paying to use your own dice, you're just paying more for each die that you buy from someone else.

The actions get more powerful the more dice you use - so it makes sense that the dice get more expensive to buy from other players when you are using more.
