I am at work with no rule book to refer to, but the brief answer is, it makes no difference which order you do these two things in. Always resolve Captain of Calais first and the "winner of this piece" pays for him and deploys him.

Then I suggest the exact order in the rule book: pay for everything first, then deploy everything onto the board (except black bribe cubes which come later in the players individual turn), then nothing goes onto the board without being paid for.

Also there is an "Order of Purchase" which dictates what things you buy if you "ordered" too many things and have insufficient money to pay for them. This stops you seeing opponents' purchases and then picking which purchases you wish to make. You are locked in to a pre-determined order or purchase.

The Summary Chart order tends to be the way many people play, Capt. of Calais first, then move ships and Nobles, then pay for troops and bribe cubes, then deploy them onto the board. As long as you pay for everything that you deploy onto the board, it makes no real difference.

The order in which attacks are made and black bribe cubes placed is however, critical, so never move out of order.
