Hi Robert. If I understand you correctly then your interpretation is right. On your turn, you may as an action pay 1 culture token and get the benefits of the card. The whole action must be used on the card.
I get it now. It really boils down to the "on his turn" part of the text.
Great Merchant:
"The first player to pay 1 Culture token on his turn may AAA ....
I suppose if you're really wicked you could pay 1 Culture token to get rid of the card and not reap the benefits without doing an action? E.g. of you draw the event on the third action of your turn, or if there's something else you need to use your action(s) for? After all, you're not using the action to pay the token, you're using it to get at the benefits. It's kind of like assassinating the Great Merchant before he get's to do his thing.:devil:
