Ah yes, that's not a bad idea. The only issue I see is that if you can weaken the Navy, you can keep them weak with a minimal amount of effort. From the start of the game, I would make sure the Navy stays in the same spot or two.But that's on the right track. Devote some time (as a team) to fighting the war and giving yourself some breathing space. Then you have time to build components and store/use mystic energy to fight the floods. If I'm going to invest my Atlanteans into fighting the Navy, I want it to pay off and not just be a constant that gets worse over time.
Maybe the Navy gets stronger as you build components or something. The impending floods and the growing Navy might just put the right amount of urgency and more importantly, variety into the game.
