You may disagree, but most gamers, I think, think of complexity by itself as a negative quality. If I can keep the good qualities of a game constant while reducing complexity, then I improve the game. Complexity is therefore a "cost" in terms of design. Some games "suffer from" high complexity the same way some suffer from a high price tag. Arguing about whether a game is worth its price, or a design is worth its complexity, is interesting to many people.
