That's where it starts to get interesting to me - if P2 doesn't take 3 wood here, P1 can retake start player - whether they have a playable improvement or not - and lock up 6 wood. So in practice, I've found that P2's first occupation goes off on the 3rd round at the earliest, and possibly later. It does change the tempo if P1 "breaks pattern" and takes 1 reed or 1 clay on the 1st round, but I don't think it's a generally optimal play.
