In your case what about just making a complete whole box which is also a base set?

New tiles, cards, units, everything. New scenarios.

That way it could also be sold to new people and not just for people going for an expansion.


Then put scenarios for putting it all together online or in a separate book or whatever. (Or just through SAGS.)
