The game is laid out to present three choices, build up, build out, or play a card.
Given how many cards have powers that get you goodies when you play a card, it appears as if the designers thought there were at least three strategies.
Is that true? When drafting your starting cards, why would you draft cards that gain a benefit when playing a card (as opposed to when building up or out)?

There are three main strategies, but you can mix two of them (with the advantage to be more flexible) or you can also decide not to specialize in any type of action, and focuse on getting tiles, or something else...
However, don't forget this game talk about the construction of a city ...
Even if you choose a "play a card alone" strategy, you have to build up occasionally and get cards to boost this strategy, and also to get points from your ressources.
