From what I can tell this is the best combat effect in the deck, by some margin.
All other combat effects which let you roll dice before combat starts, say that if you get at least 1 hit, some effect happens (such as 1 hit before combat, or 1 cancelled hit in the upcoming combat round). However this card has no limit, and if you roll 4 dice and get 3-4 hits your opponent will end up rolling almost no dice (essentially cancelling 3-4 hits) and almost guaranteeing winning versus a city.
Why is this card so much better than others? I realise it is more narrow and only works when attacking cities but having a single card which can almost completely negate a fully defended city seems over the top.
Most attacks take place in cities so the narrowness of this card is about as narrow as the "if you are the attacker cards" but it totally outshines all those cards (I think the best of those is adding 1 die)
There is only one action card with this siege effect, so whoever draws it has the ability to take a city very unexpectedly .
I am considering removing this cards from the deck, has anyone else found this card too strong?
Maybe battles outside of cities more common for other people?
In games so far it is has simply swung points massively in one players favour at the end of the game when they take a heavily defended city without taking any causalities.
