When purchasing dice from another player (or players), does the money get paid into that player's district or directly to that player? Into the district prevents that player from collecting and using the deniers until the end of the round whereas directly to the player enables the money to be available right away.

I have been playing that the money goes to the district, but I have been told that I have been playing this wrong. I'm not sure or how/why I thought the money went to the district first, but wanted to ask and get clarification.
